21 एप्रिल, 2020: मालमत्ता कराच्या वसुलीत एकरूपता निर्माण व्हावी यासाठी ब्रुहात बेंगलुरू महानगर पालीके (बीबीएमपी) ने महसूलचा प्रवाह वाढविण्यासाठी केलेल्या कारवाईच्या भागातून, बी खात्याच्या मालमत्तेचे रूपांतर अ खातामध्ये करण्यासाठी, सरकारच्या निवेदनाची मागणी केली आहे. 20 एप्रिल 2020 रोजी बीबीएमपी परिषदेने मंजूर केलेल्या अर्थसंकल्पात हा बदल सुचविण्याचा प्रस्ताव सादर करण्यात आला. खाता, हा एक महसूल दस्तऐवज आहे जो आकार, स्थान आणि अंगभूत क्षेत्रासह मालमत्तेबद्दलच्या तपशीलांची नोंद करतो आणि मालमत्ता कर भरण्यासाठी मालकांना जबाबदार ठरवितो. 2007मध्ये, नागरी एजन्सीचा विस्तार झाल्यानंतर नव्याने समाविष्ट झालेल्या भागातील अनेक प्रतिबंधित बांधकामे त्यांच्या कक्षेत आली, आणि या मालमत्तांकडून कर वसूल करण्यासाठी स्वतंत्र रजिस्टर ठेवण्यात आले. हे रजिस्टर बी खाता रजिस्टर म्हणून ओळखले जाऊ लागले. बीबीएमपी अधिका-यांच्या मते, बी खाता अंतर्गत तब्बल 5.3 लाख मालमत्तांची नोंद आहे. बी खाताच्या मालमत्ता, अ खातामध्ये रूपांतरित करून बीबीएमपीला 1,500 कोटी रुपयांचा महसूल जमण्याची आशा आहे.ही प्रक्रिया बी खाताची मालमत्ता ओळखते आणि त्यांना कायदेशीर पालनासाठी प्रमाणपत्र प्रदान करते. इमारतीच्या मालकीची स्थापना, बँक कर्ज आणि नागरी लाभ मिळवून देण्यासाठी बी खाता मालक संघर्ष करीत आहेत. या रूपांतरणात अधिकारी, बी खाता मालमत्ता मालकांना या अडचणींसह मदत करतात. परंतु, नगरसेवक आणि नगररचनाकारांचा एक गट,ह्यामुळे शहरातील बेकायदा बांधकामांना नियमित करणेच असे आहे, असा विश्वास ठेवून या निर्णयाच्या विरोधात आहे. “हा मुद्दा आधीच कोर्टात आहे आणि या विषयाला वेगळे नाव देऊन आपण त्यास स्पर्श करू नये,” असे एका भाजप नगरसेवकाने सांगितले. परिषदेतील विरोधी पक्षनेतेही म्हणाले की, बीबीएमपी निवडणुका संपेपर्यंत सरकारने ह्या निर्णयाने पुढे जाऊ नये. तथापि, बीबीएमपी अधिकाऱ्यांनी अशी भूमिका घेतली आहे की, खाता रूपांतरणात इमारत योजनेचे उल्लंघन करणार्‍या आणि अनधिकृत आराखड्यांवर बांधकाम केलेल्या मालमत्तांचा समावेश होणार नाही.
