To begin with, according to the Karnataka Government, all land in the entire state is considered fit only for agricultural use. This has resulted in the conversion of land into non-agricultural land for any other purpose like residential or commercial development, industrial usage and so on. Speaking about DC conversion of land, it is a procedure where the owner of the property needs to submit an application to the Deputy Commissioner (DC) of the particular district. Later, DC will approve the documents depending on the land usage to non-agricultural from agricultural. Generally, it is advised that you shouldn’t build or construct anything on a DC converted land as it comes under B Khata category. The BBMP doesn’t provide property approval to the property unless it has A Khata. Hence, people avoid buying DC converted properties. However, many people buy such properties solely for investment purpose.

What DC converted means?

In Karnataka, this process of changing the use of land is referred to as DC conversion. The term "DC" in this context refers to a Deputy Commissioner, and in order to change the land's use from agricultural to non-agricultural, the owner of the property must file an application to the DC of the relevant district. To convert the land into non-agricultural land, the Department of Town and Country Planning must grant a NOC (No objection Certificate). Tahsildars can nevertheless provide such authorizations in a few specific circumstances. The State Town Planning Authority is in charge of preparing the CDP (Comprehensive Development Plan). The Master Plan is another name for the CDP.This plan spans a significantly larger geographic area and serves as a marker for certain Karnataka regions designated for long-term conversion of agricultural land to land for residential or commercial uses. The Deputy Commissioner will confirm whether the land sought by the owner for non-agricultural purposes is scheduled for those uses on the basis of the CDP prior to the DC conversion taking place. Only if the verification confirms that the land is truly intended for use for non-agricultural reasons will the conversion go place. You should keep in mind that since it is not under BDA, a DC-converted plot would earn you a B khata rather than an A khata. If you are buying just for investment purposes and plan to sell, go ahead. Sometimes when it falls under BDA and one doesn't receive an A khata, they sell it.
