Is there a norm to pay brokerage charge for tenancy renewal?

There is no rule following which one can ask a tenant to pay a brokerage charge for tenancy renewal. You must have already given the charge while moving in there the first time, so why give it again? If you are asked to pay it, go through the rental agreement and find out whether such a term was mentioned or not. If it is mentioned and you have signed it, you have to pay. If no such term is mentioned, you should not be paying such a charge at any cost. 

Go to the police station and lodge a complaint against the landlord if he/she forces you to pay it.
