According to the Consumer Protection Law, a consumer, a Voluntary Consumer Association, any state or central government can file a consumer complaint. A dissatisfied customer can file the complaint in the State Consumer Dispute Redressal Commission. The complaint can be of any nature. It can be related to Real Estate frauds, unsatisfactory utilities or services provided by the builders, delay in possession, agreement disputes between buyer and seller, medical negligence, low quality consumer product, etc. But how to file a case in consumer court?The complaint can be made offline as well as online. Go to Consumer Online Resource and Empowerment Centre at www.core.nic.in
Register on the website using name, email id, contact details.
You can file your complaint here against any registered brand or service provider. From the dropdown menu choose sectors, segments and brands. All the brands and services registered with the Department of Consumer Affairs are included here.
Mention the nature of complaint, details of the people involved and other documents to support your complaint as well.
Also indicate the consequences and relief sought by the complainant.
After submission, an electronically generated number is assigned to the complaint. Through this number you can track the status of the complaint and whether it is resolved or not yet.

I followed the process mentioned in the above answers to file a case in consumer court when I was fooled by a retailer. I did it online as it helped me save so much time. You can take the help of the above process to file one if you want to.
