As far as I know, the sub-registrar requires only one khata. You can either provide an e-khata or get it from the normal khata (A - Khata or B - Khata) from the BBMP. I think khata is missing hence the sub-registrar is asking for the khata.
Although the plot is in BDA limit, you need a khata certificate during the registration process.

For registration, why is sub-registrar asking for Panchayat e-khata, eventhough the plot is in BDA limits ? Why two khatas are required for purchase and sale of properties?
