Earlier for self redevelopment Mumbai district co-operative banks were funding the projects. However, now since RBI has imposed sanctions on these banks who else can fund these projects?

Under the self redevelopment scheme, I guess in February last year, RBI allowed societies to borrow from housing finance companies. As you said, earlier you could only borrow from Mumbai District Co-operative Bank. But now you have more options.
