Yes, a few municipalities (including BBMP in Bengaluru) allow you to change the name on your property tax receipt without a formal Khata transfer. But it is usually difficult and, in most cases, not legally sufficient. Khata transfer and property tax name change are closely connected but are different. I have shared more details about it below.

Is It Possible to Change Property Tax Name Without Khata Transfer?

Yes, but it’s challenging. Even courts have emphasised the importance of Khata mutation for maintaining valid municipal ownership records.

1) Khata Transfer (Mutation)

The Khata acts as the municipal ownership record that determines who is responsible for paying property tax. Even if a sale deed is registered in the buyer’s name, municipal records may continue showing the previous owner until the Khata mutation process is completed.

As a result, several municipal corporations do not allow a full property tax ownership update unless the Khata is first transferred or simultaneously updated.

2) Property Tax Name Change

It is an administrative billing record modification for the purpose of paying taxes. Legal ownership of the property is not transferred. 

In some situations, municipalities may temporarily allow property tax payments under the new owner’s name or permit minor corrections in tax records without immediate Khata transfer. This generally happens when the sale deed is registered, but the Khata application is still being processed.

  • Even then, the tax receipt alone does not become proof of ownership. Authorities and banks mainly rely on the updated Khata or mutation records for verification during resale, loan approval, construction permission, and legal due diligence.

  • In Bengaluru, BBMP specifically links property tax records with e-Khata data, and officials often insist on Khata transfer before approving a permanent tax name change. 

  • Several property owners have also reported that BBMP rejected property tax updates when the Khata remained in the previous owner’s name.
