You can't file for a marriage certificate from just any location, as jurisdictional requirements exist. Registration can happen at the sub-registrar's office where the marriage took place, or where either partner has lived for a set duration (typically 30 days, sometimes up to 6 months based on the state). So although the wedding venue isn't the only option, you do need to satisfy residency or location criteria in the jurisdiction you're applying to.
