Annexure A for passport can be issued by a Gazetted Officer or an official of equal or higher rank working in the same central government department, state government office, PSU, or statutory body as the applicant. The issuing officer must be from the applicant's own organization, not any random gazetted officer. They must sign, stamp with the official seal, and mention their full name and designation on the certificate for it to be valid.
