From my understanding, the rules and regulations of DTCP (Directorate of Town and Country Planning) approval are bound to change. It would be best if you paid the modified fees after making sure the record letter from the corporation is valid.
Since there was a 4-year delay in the payment, your application may have been cancelled. Recheck all your approval documents beforehand.

Sir,Applied a for Dtcp approval for individual plot, and record letter from corporation asking to pay fee in respective govt accounts. But amount not paid by me and now the fees have been modified. Now can I pay a modified, enhanced fee or do I need to apply again? It is around 4 years delayed for payment.
