NOI stands for Notice of Intimation. It is a part of the home loan registration process so yes it is mandatory to get it. It is submitted to inform the registrar office regarding the disbursement of a home loan. 

However there are cases when it is not required as well. Sometimes the money lending institution or bank makes an agreement of their own and both the parties agree to its terms and conditions and sanctions the loan. In such cases there is no need for NOI.

It is better to ask the bank and institution about it and get the exact details.
