As far as I know, the builder directly transfers the fund to the housing society after the housing society is formed. You should check the agreement thoroughly and see if there are any clauses mentioned about the maintenance charges. If there isn't, you should directly speak with the speaker. IFMS is one time payment from 1st buyer, until RWA is not formed, once RWA is formed, is IFMS applicable while buyer is second purchaser and has paid three years advance payment of maintenance to RWA.
