The Occupation Certificate is one of the documents that a bank or housing finance company will require in order to offer a house loan. As a result, if the buyer wishes to obtain a loan to purchase the property, they will be unable to do so without the Occupation Certificate. Otherwise, you can sell the property even if you don't have an OC, as long as the purchaser is interested in buying it.
