Hey Buddy,
As far as I know, if you sign a Development Agreement and want to revoke your consent for a special cause you need to pay stamp charges of Rs.100 and follow the legal procedure. If all the members of the society do not provide written consent for redevelopment then the permission for Redevelopment will not be granted by the authorities such as Dy.Registrar of Co-operative Societies and the BMC. Although if one or two members of the society try to hold the Society on flimsy grounds the Society can take action against them. If there are minorities who are against the procedure and the reason is strong the process will be withheld until the query is settled.
I hope this was helpful.
