To convert leasehold property to freehold property, you will have to pay the conversion fee and surcharges. You can apply for land conversion on the official DDA website. Here is the step by step process for your reference:
Go to the DDA website at https://dda.gov.in/online-public-services
Choose the leasehold plot to freehold plot conversion option from the list
Register on the portal and fill the application form
Pay the surcharge and conversion fee
Post submission you will receive an SMS from the authorities with tracking number and acknowledgment
Use this number you can track status of the conversion
About the non payment of ground rent, the authorities will be able to explain the penalty and payment process, if any.

I have a lease hold property (vacant plot) of 400 sq yards in west delhi. This plot I had bought from DDA in 1990 through auction. I had paid the ground rent upto 2006. The plot is still vacant. Now I want to construct a house on this land. How can I convert this into free hold? Is there any penalty which I have to pay? Please advise. Thanks
