I would like to begin my discussion about how to cancel GST refund application by informing you that the Central Board of Indirect Taxes and Customs (CBIC) released GST Circular No. 137/07/2020 on April 13, 2020, explaining the acceptable process to address the complaints raised by the taxpayers regarding the disruption and cancellation of orders due to COVID-19.

Follow these steps to remove your GST Portal-filed refund application:
Go to the official website of GST
Select the “My Applications” option under “Services” > “User Services”.
The page titled "My Applications" appears.
From the drop-down list, choose "REFUNDS" for the Application Type option.
Select the submission period in the “From Date” and “To Date” fields to view the filed refund applications.
Choose the “SEARCH” button. Applications are listed in accordance with your search criteria.
Select the “ARN/RFN” link you want to open by clicking it. By clicking on the hyperlinked ARN/RFN number, you can see the refund application's case details page.
The “Case Details” page will appear after that. Select the “APPLICATIONS” tab, if it is not already chosen, on the Case Specifics page of that specific application to view the details of your filed refund application. You have the opportunity to see the submitted refund application and all related supporting papers in PDF mode using this tab. To withdraw your refund application, click the “Withdraw Refund Application” option.
Refund applications may be cancelled up until the point at which they are marked as "Acknowledged." After that, refund requests cannot be cancelled.

To create the reference number, click the button labelled "Generate Reference Number."
From the drop-down list, choose the justification for withdrawing the refund application.
Note: If you select “Others”, you must fill out the "Specify the Reason" area.
To add any supporting documentation, simply click on the “Choose File” button and type its name into the text box below. File Name
Note: A maximum of 4 supporting documents in PDF format, each no larger than 5 MB, are permitted.
Choose the Authorized Signatory's name from the drop-down list and check the Declaration box. Enter the location where you will be submitting your application. Press “PREVIEW”.
Application for Refund Withdrawal can be obtained in draft form as a PDF.
Either FILE WITH DSC or FILE WITH EVC should be selected.
The withdrawal of the refund application is successfully indicated by a success message. To return to the “Case Detail” folder, click OK. The taxpayer will not be allowed to take any other action regarding a refund application once the taxpayer has withdrawn it. The Electronic Cash/Credit Ledger that was deducted at the time the refund application was filed will be credited back upon the successful withdrawal of the refund request. If a refund application is withdrawn, the taxpayer may resubmit it for the same refund or a portion of it, or for a different time.
The refund application would be accessible for the chosen term and refund type as if the applicant had never submitted the application. Upon the withdrawal of a refund application submitted on the GST Portal, the taxpayer will get an email and an SMS. To download the submitted Application for Withdrawal of Refund, click the GST RFD-01 W link. The ARN's status will be now "Refund Application Withdrawn."
