In addition to a policy for lease renewal with the computation of the lease premium, the government developed a programme in 2012 for the conversion of class 2 land to class 1. However, the conversion policy only garnered a muted response, and several lawsuits were filed objecting to the lease renewal policy on the grounds that it was excessively expensive. As a result, the Government has been considering ways to settle these disputes, put an end to protracted legal battles, and address the grievances of the occupants.

I come from Maharashtra, and according to the rules in the state, any owner of Occupancy Class II or Leasehold Lands must submit an application to the relevant District Collector, who would then convert the property into Occupancy Class I after proper verification and payment of the conversion cost.
Once the Occupant has submitted an application to the Collector, the Collector must, before converting, verify the relevant information on the land in question and determine whether any terms and conditions of the grant of such land that have not been regularised have been broken. The Collector may reject the application by issuing a reasoned ruling if he or she does reach this conclusion.
