Hey,

CIDCO publishes a list of accepted applicants on a yearly basis.  They release a final list of accepted applicants as well. Only those who have been chosen will get a house. You will have to sign a contract and agree to the lock in period. Though, the house can be transferred to another name once the lock in is over.
