I believe you should confirm if the land is in FTL for sure or not. If you want to know how to check FTL Land in Telangana then you will have to file a RTI application. In your application you can share the details of the land and ask the sub registrar and revenue department about the land status.
Since FTL land is unfit for any type of construction, I am not sure if you will be able to get a legal nod from the authorities. Although, I believe the Telangana government is issuing TDR certificates to the FTL land owners who are losing their lands due to nala widening or encroachment.
