He visited this
NDMC Electricity Connection Registration - Delhiportal
Clicked on the New Connection button
After this, he had to fill out the online form of
Application for sanction of electricity connection - DelhiHe then clicked on the submit button to initiate the application process
Along with the form, he also needed to submit a scanned copy of the 'Declaration/Undertaking' form along with the application.
One recent passport-size colour photo with a white background (not older than six months) (3.5cm / 4.5cm) (Do not Staple)
Voter Identity Card
Passport copy (front and last page on single page).
Photo Identity Card issued by any Govt.Ageny.
Aadhar Card
Ration Card

Click on that
Read all the terms and conditions.
Scroll down and select the choose between ‘apply connection for 1 Kw- 100 Kw’ or ‘apply connection for 101 kW to 200 Kw’
Select ‘ new application’
In the pertaining column, mention connection details personal details address details.
Upload the necessary documents
Make the payment online
This is how to apply new electricity meter in Delhi.
List of documents needed:Application Form with a Passport Size Photograph along with Self Declaration Form
Proof of Ownership/Occupancy (any one of the following)
Certified Copy of Title Deed
Certified Copy of Conveyance Deed
Possession /Allotment Letter
GPA
Rent receipt/Lease agreement along with No Objection Certificate & proof of ownership of landlord.
ID-Proof : Electoral Identity Card/ Passport/ Driving Licence/ Ration Card with Photograph and Pan Card
