What are Chawls?

Chawls are residential buildings sharing a similarity with tenements. They are most prominent in Western India (especially Maharashtra), and the word Chawl is mainly and commonly used in Maharashtra. The structure of a Chawl is a small one or two-room complete housing unit, that has a sharing corridor with the other tenants as well as sharing lavatories and bathing areas. Dwelling units are arranged on either one side or both sides of the corridors, and there is an open courtyard in the middle of the units.

Chawls can have from 1 floor or can go up to 5 floors. The common sanitary sections then are either shared by the entire building or by individual floors. The rents in BDD Chawls are very minimal/less as they are very small and contain no such amenities.

What is BDD?

The full form of BDD is Bombay Development Department and was founded in 1920. BDD Chawls were developed by the British to provide more housing areas/units to be used as tenements. As per the data of 2016, there are a total of 195 BDD Chawls over an area of 86.98 acres, located in Worli, N M Joshi (Parel), and Naigon. Out of 195 Chawls, 121 BDD Chawls are in Worli which cover an area of 59.69 acres and accommodates around 12000 families.

BDD Chawl Redevelopment Plans

This plan was officially begun in 2017 when the then CM of Maharashtra, Mr Devendra Fadnavis initiated a Rs 16000 Crore project for the BDD Chawl redevelopment. The plan was to give tenants a 500 sq. ft housing accommodation for tenants who stayed in a 160 sq. ft housing unit. It was planned that 68% of the land would be used for the original tenants (Worli BDD Chawl redevelopment), while for the remaining land BDD Chawl redevelopment tenders were given to private builders to build housing units (apartments) for sale in the open market, and this is how the project would be funded.

Due to various planning and physical reasons, the BDD Chawl Redevelopment plans had to be put on hold 

The plans for the project could not be implemented due to various reasons. Without mandatory permissions, a few of the tenants of the Chawl had transferred the rights from the original allottees. And a considerable population that stayed in the BDD Chawls were reluctant to leave their space as they had inhibitions about the BDD Chawl redevelopment Worli scheme/plans.

New Proposal for BDD Chawl Redevelopment

The latest news of the BDD Chawl Worli redevelopment is that the nodal agency Maharashtra Housing and Area Development Authority (MHADA) (reinitiated by the Maharashtra Vikas Aghadi government) is responsible for the construction of the project. There are plans to build a 40-storey building to house the tenants of the BDD Chawl Worli. The Worli phase of the project has been taken up by Tata Projects and Capacite Infraprojects and is estimated to be completed in 3 years.

Earlier, due to a lack of confidence in the scheme of the government, the project could not take off. To solve this problem, the current government to show the project plans installed BDD Chawl redevelopment sample flats in NM Joshi Marg and Naigon. The sample flats were out up in February and thousands of people have come to see them. BDD Chawl redevelopment news has mainly featured these sample flats. The 500 sq. ft house is three times the size of the currently existing ones. And according to the real estate market, it has been estimated when the housing units are ready for move-in, their worth will be around Rs 2 crores.
