It is a penalty or late payment fee. The surcharge is calculated as a percentage of the outstanding bill amount and is added to the consumer's next bill. This charge is related to current consumption rates. In TNEB, if a bill is paid after the due date, then about 1.5% BPSC charges are levied. The customer will need to pay this 1.5% as an addition.
