Construction of ground + three floors is currently permitted in South Delhi now as per the authority guidelines. If the builder is illegally building 5 floors, maybe you can complain about the issue to the respective authority.

builders are selling floors with stilt parking and then building 5 floors above that in south delhi is it not illegal
