I pay a maintenance fee of Rs 500 per month to my landlord since I accepted the terms and conditions of my lock-in period agreement and the fee was stated there. In most of the cases I have seen that the tenant pays the fee. Sometimes the rent includes this fee so there is no question of paying any extra fee. All you need to do is to check whether your rent agreement states who is going to pay the fee or not. One must be abiding by the rules of the agreement only. If anyone violates it, legal actions can be taken as well.
