I've stayed in rental properties all my bachelor life and across cities like Delhi and Bangalore.
It's the landlord who pays for the repairs and maintenance of appliances like geyser, chimney that usually come in-built in flats when you take them for rent. Even when it comes to paint chipping off the walls, flooring issues, door-lock instalment and repair, it's the landlord who usually does the repair work.
My landlord in Delhi was very hands-on. She would personally come, arrange for the technician and assist the repair work and pay the costs. Whereas in Bangalore the experience was slightly different. Once when my geyser needed repair, he simply asked us to buy a new one from amazon (within a specified budget) and get it installed. He just paid for the charges.

The owner is responsible for repairs and maintenance of the property. However, if the damage has been caused by the tenant, then they may be held liable for repairs.
