Hey friend,

I was the same as you some time ago. I was wondering who can issue commercial paper. My friend then decided to tell me the meaning and details of the issuance. Take a look below to know what I learned.
Who can issue commercial paper in India?- RBI
My friend told me that the Reserve Bank has the authority to issue commercial papers in India. RBI had further draft directions on the use of Commercial Paper for the public on February 02, 2017.
- Broker :
There are many independent brokers that have access to CP. In short, a broker can issue commercial paper in India as well.
- Firms :
Further, firms with high-quality debt ratings issue it as a form of unsecured debt. This is done according to the financial capabilities and situation of the firm.
Commercial paper can be issued to individuals, banking companies, other corporate bodies registered or incorporated in India, and unincorporated bodies, Non-Resident Indians (NRIs), and Foreign Institutional Investors (FIIs).
It can also be understood as an unsecured form of promissory note. Commercial paper pays a fixed rate of interest. Usually, it is used by banks or corporations in an attempt to cover short-term receivables. It is also helpful for meeting short-term financial obligations.
This is all from my end on who can issue commercial paper. If you have any more doubts, leave them in the comment section below.
