MCD is the abbreviation for the Municipal Corporation of Delhi, the body that administers civic affairs across most of Delhi. It was merged back into a single entity in 2022, having earlier been divided into three separate corporations in 2012. Elected councillors representing 250 wards are led by the Mayor, and together they oversee services such as sanitation, water supply, property tax, and city infrastructure.

What is the Structure of MCD?

1. The corporation is headed by the Mayor, currently supported by a Deputy Mayor and a Municipal Commissioner handling administrative functions.

2. It comprises 250 elected seats and 10 nominated seats, with councillors representing individual wards across Delhi.

3. Elections follow the first-past-the-post voting system, with the last polls held in December 2022.

4. The corporation is divided into 12 administrative zones, including Centre, South, West, Rohini, and Shahdara, among others.

5. Its headquarters, known as the Civic Centre, is located on Minto Road, New Delhi.

6. The corporation covers an area of over 1,397 square kilometres within the National Capital Territory.

What Services does MCD Provide?

MCD delivers essential civic services across Delhi, including property tax collection, sanitation, waste management, and maintenance of public infrastructure. It also oversees birth and death registrations, trade licenses, and management of municipal schools and hospitals. Additionally, the corporation handles building plan approvals, street lighting, and maintenance of parks and public spaces, ensuring day-to-day urban governance across the National Capital Territory.

However these three divisions are quite tough to govern and the failure of getting proper resources equally is another cause why there is a proposal to unify them all into one once again, as it was, before 2011. Once the Bill is passed, it is likely to be unified into one big civic body.

The MCD functions under the Delhi Municipal Corporation and the Central Government does not interfere in the functioning of the MCD.
