As you must have read in other comments that Gomala land is โ€œreserved by the Government to pasture animalsโ€. It is reserved for government and public use. Details about the land can be found in Grant, Lease, Eviction of Encroachment and Regularisation of Unauthorised Occupation of Government lands under the Kerala Land Grant Rules(KLR), 1969.

Laws:

Rule 97(1) of the KLR states that 30 acres of land per 100 headcounts of cattle are stipulated as Gomala land. Only after prior approval of the authorities can the deputy commissioner reduce the land.ย 

Conversion of such land : I had read that the public is not allowed to conduct Gomala land conversion in Karnataka. Only the government can lease, convert, buy or sell such land. A sub-committee has been formed by the Karnataka government to survey and check guidelines for Gomala'' land in the state.ย ย 

According to the Court judgments of Karnataka High Court which were issued in Circulars 200740 and 200941, Gomala land cannot be granted to private bodies/institutions.

How to find Gomala land?

You can find a list of Gomala land from the state land record department. The revenue department usually keeps a record of all the land annotated by the government for public use.ย

As mentioned by sharmaaashna, Gomala is a piece of land that belongs to the government. These lands are reserved by the Government to pasture animals. This is what is called Gomala land in Karnataka. Now that we know about the Gomala meaning, I would like to point out about 94c application.

As per section 94C of the Karnataka Land Revenue Act, 1964 the government land occupied by residents for dwelling purposes must be regularised. So, any person who has built houses on Gomala land will be regularised. I was reading the news where I learned that the Government is taking initiatives to distribute government land and regularise the lands for families belonging to the lower class of the society. I also came to know that the Government is thinking of leasing out the Gomala lands.

I have done my research and I have seen that some applications to regularise Gomala land in Mangalore and Udupi were rejected as well. So, I feel it hard to give you an accurate answer on can Gomala land be sold or bought.

Since the Gomala land in Bangalore, Mangalore, Udupi, and other parts of Karnataka belongs to the government so it is better to approach government officials regarding buying or selling Gomala lands.ย

As much as I know, Gomala Land is a piece of government land set aside for government or public use and for animal grazing. It is reserved to meet the public demands of a larger city or town, all such lands must be set aside for public or government purposes only. Any individual or private entity shall not be provided government property within the bounds of a city or town. Under section 71 of the legal act, all of these lands must be set aside for public or government use in order to meet the public demands of a growing city or municipality. Provided, however, that lands that have not lost their reserved features may not be cleared and given or leased for any other purpose.

The land which is not assessed for a longer period of time, is reserved for public use and is inhabited by a road, a burial ground, and water bodies, among other things and it is also reserved for village forest land as per the legal act and regulations of the authority department. The gomala land is also gifted to landless peoples, ex servicemen, army widows, SC/ST people and to deserving sports persons. It is done to help the landless people live peacefully.
