I was very confused just like you. I wondered what is EC number in BMC complaint. I tried to ask my friends about EC no but no one had a clue. So I did a little bit of my research and finally understood what it stands for.
The EC number or in the BMC complaint is the Employee Code Number which you have to mention while submitting the complaint.
I complained to the BMC about the garbage standing near my place and registered a complaint against the issue to BMC in an online mode. I received instant feedback from the authority and the issue has been resolved in a helpful manner. But sometimes the issue doesn’t get resolved due to negligence of the authority and it gets stuck in between all other complaints. You can complain about the issues like garbage stock, leakage spots, poor roads, drainage problems and all other problems.
The process to complain about the issue:
1) Go to this official website of BMC for registering a complaint.

2) choose the language and proceed to filling information.
3) You will have to mention information like the nature of the complaint, location and your personal details. Fill out an online complaint form by selecting one of the 26 complaint categories from the menu.
4) If you phone BMC's 1916 helpline, an Interactive Voice Response (IVR) will connect you to an assistant who will take your complaint.
5) The MyBMC 24X7 app is also available for download and you can register your complaint there by logging in to the app or even without that.
The working process of complaints:
1) The authority starts by taking down the complaint and the complainant's information. The complaints are then logged into BMC's SAP system via the hotline and the web dashboard.
2) The complaint is delivered to the ward in which it occurred after being collected centrally.
3) If you live in Malad and complained about the drainage problem, the complaint will be forwarded to the Malad area.
4) You'll also get a complaint number, which you can use to track the progress of your complaint until it's resolved.
