I have been a tenant in a house Bangalore and there, during the rainy season around in August, I witnessed damp on two of my bedroom walls. I asked the landlord to repair them but was asked to pay for it. I planned to pay but my roommate stopped me. Since tenants pay maintenance fee, he/she should not be paying repairing charges unless it is their fault or the agreement says so. Such repairs should be done by the landlord only. If you have not caused any damage do not pay such fees. Ideally a tenant is not liable to pay for wall damp or crack inside a flat.
