If another owner is dead, all you need to do is visit the court with all the relevant documents such as the death certificate of the 1st owner, location, time of death, proof that you are the 2nd owner, your identity proofs and more. It is better to seek help from some legal experts or lawyers since it has been 16 years and move forward.
