Summary
To become a notary public in Delhi, you must be an Indian citizen and an enrolled advocate with the required years of practice, generally ten, with relaxation for certain categories. The Central Government appoints notaries for Delhi through the Notary Cell of the Department of Legal Affairs. Apply when applications are invited, submit your degree, enrolment and Bar Council NOC documents, attend verification and interview, and pay the fee to receive your Certificate of Practice.

Becoming a notary public in Delhi requires Indian citizenship and enrolment as an advocate with the necessary practice experience, usually 10 years. Though some categories get relaxation. Delhi notaries are appointed by the Central Government via the Department of Legal Affairs' Notary Cell. When applications open, apply with your degree and Bar Council NOC, go through document verification and an interview, then pay the fee to obtain your Certificate of Practice. Below, I have shared in detail how to become notary public in Delhi.

What are the Steps for Applying as a Notary in Delhi?

  1. Confirm eligibility. 10 years of practice as a legal practitioner, or 7 years for women and for applicants from Scheduled Castes, Scheduled Tribes, or other backward classes.

  2. Members of the Indian Legal Service, and those with 10 years in judicial service or qualifying government legal posts, are also eligible.

  3. Prepare the application as a memorial in Form I, or Form II for women and reserved-category applicants.

  4. Applicants with ten years' practice must sign it and obtain countersignatures from a magistrate, a nationalised bank manager, a merchant, and two prominent local inhabitants.

  5. Submit the memorial through the District Judge or the presiding officer of the court where you practise, addressed to the Notary Cell, Department of Legal Affairs, Shastri Bhawan, New Delhi.

  6. Respond to any objections raised by bar bodies, since you are given an opportunity to make representations.

Await the order; if allowed, pay the prescribed fee to receive a certificate authorising practice. The authority checks whether the applicant resides in the proposed area, how commercially important that area is, and how many notaries already practise there. It also weighs any objections, the number of notaries in the applicant's firm, and the suitability of other pending applicants.

A fresh application made within six months of an earlier dismissal is rejected. Once appointed, the name is entered in the Register of Notaries, and the certificate remains valid for five years from the date of issue. I hope this helps.
