I needed to search a property’s details and the portal you mentioned worked absolutely fine for me. I visited the DORIS or Delhi Online Registration Information System first and here is the link to it

But yes the search by property address portal does not work as you expect it. I shifted to search by name and extracted the details. I would ask you to check other options and extract the owner's details from them.
If all these fail, visit the sub-registrar’s office with property details and documents and get them there.
