As far as I know, BRS means Building Regularisation Scheme. It is needed if a builder or owner of the property has violated the construction guidelines. Therefore, it is better to avoid purchasing a property with BRS. You can take legal advice from lawyers who can give you the correct advice after looking into the matter properly.
