Can builder sell open area equivalent to refugee area in society

Every high-rise building constructed by a real estate developer must include a designated space for refuge. To guarantee that the buildings are built in compliance with uniform safety standards, the government has traditionally made it mandatory for all real estate developers to comply with building bye-laws. All high-rise structures are required by the bye-laws to include a designated place where people can take refuge in an emergency.

According to my knowledge, the builder cannot sell away the refuge area by law, as the refuge area is an integral part of every society.
