Hey,
The green light and yellow light on the stabiliser shows line voltage. The light is sometimes not visible when the line voltage is too high ( over voltage) or too low. Check also your line voltage. This cut off is implemented in the stabilisers as a protection to your equipment. To know the exact reason,you should speak to an electrician.
