Hey,
As far as I know, a lender or bank determines your eligibility for a pre-approved loan, based on your repayment, net worth, age, credit history, and current financial standing. They send you an SMS after only they find you eligible for it. If you have not received the PAPL SMS, then it means you might not be eligible for that. However, I suggest you talk to your bank about it.
