Your question is a bit unclear but I think you want to know why Andhra Pradesh opted for Grama sachivalayam. My sister is living in that state and said that Grama Sachivalayam or village secretariats have been set up there to decentralize administration and have made services or welfare of all governmental departments available at one place only.
Now these acts are usually done when the government notices that there is chaos and confusion among the people about whom to approach or go to get some work in favour of the public.
