The Maharashtra government implemented a significant policy change in November 2025, with a focus on "Gunthewari" projects in Pune and throughout the state to legalise "Tukdebandi" (illegal subdivision of land) for small plots. Its main aim was to convert irregular land holdings into legal, registerable property. Due to such amendments, eligibility for tukdebandi regularisation in Pune has also been changed. I have shared those below.

What is the Eligibility for Tukda Bandi Regularisation in Pune Under New Law?

Here are the latest eligibility requirements, especially for small plot owners in urban and semi-urban areas:

  • Nature of Land Usage:

    The relaxation mostly pertains to non-agricultural (NA) land or land located in regions where urbanisation has essentially stopped agricultural usage. 

  • Location-Based Eligibility:

    The main beneficiaries of the new law are those land parcels that are situated:

    • Inside urban zones

    • Pune Municipal Corporation (PMC) limits

    • Pimpri-Chinchwad Municipal Corporation (PCMC) limits

    • Municipal councils, nagar panchayats, or regions under regional plans (such as PMRDA in Pune).

    • If other requirements are satisfied, plots falling under these jurisdictions are free from the old fragmentation restrictions.

  • Plot Size Restrictions:

    Regularisation is possible for land holdings up to one guntha (1,089 square feet).

  • Time Period:

    The sale or land subdivision must have occurred between November 15, 1965, and October 15, 2024.

  • Transaction Type:

    This applies to both registered and unregistered transactions (notarised or stamp paper).

The new tukdebandi law directly tackles the long-standing problem of mini-plots, which were previously considered unlawful under the previous Tukdebandi regime due to size constraints.
