What I do in such circumstances are:
Make a thorough inventory of everything that was left behind and take pictures of it.
Contact the tenant and inform them. I usually inform the tenants that I can store their belongings till a particular date, beyond which I will dispose of it.
Accordingly I store the things till the deadline and after that if it is still not claimed I get rid of the same.
