That means, if you hold a 500 sq. m plot (or any plot between 250 and 500 sq. m), you can cover up to 55% of it on the ground floor with the building footprint, while the remaining 45% must remain open (for setbacks, circulation, landscaping, light, ventilation).
For example, on a 500 sq. m plot, the maximum ground‐floor built area would be 0.55 × 500 = 275 sq. m. On smaller plots in that same range (say 400 sq. m), 55% means 220 sq. m can be covered at ground level.
It is important to note that these are model norms, and the actual allowable coverage may vary depending on the master plan, plot size, occupancy type, zoning, and local building bylaws.
