What is SRA Scheme in MumbaiSRA is Slum Rehabilitation Authority (SRA) that the Maharashtra govt. established in December 1995 to provide quality housing to the urban poor living in the slum areas of Mumbai. The plan was to utilize the land as a resource and offer SRA flats to people living in slums and sell the extra tenements. The SRA scheme is still ongoing.
There are several rules applicable to original beneficiaries of SRA project in case they want to sell the property:
Pre-2011 slums are eligible for rehabilitation according to the SRA building rules.
Slum-dwellers form cooperative societies when a slum pocket is notified
After that, developers reach out to society and talk about redeveloping the slum.
Developers require the consent of a minimum of 50 percent of the slum dwellers to begin the process of redevelopment and rehabilitation.
The Slum Rehabilitation Authority verifies the slum dwellers’ credentials to ensure only those actually residing in a designated slum are listed.
The slum dwellers are given the rent or moved to transit camps by developers until the slum is redeveloped.
The developers build new buildings and each eligible slum dweller gets a free home.
The extra space on the plot is used to build other buildings with free-sale components, to subsidise the slum dweller’ rehabilitation.
Once the flats are allocated to the beneficiaries, they can’t be sold off during the ten-year lock-in period.
After the lock-in period, the govt. of Maharashtra is entitled to an amount equivalent to Rs. 1,00,000 or stamp duty, whichever is more.
