A proportional tax is an income tax system that levies an equal percentage tax on every person irrespective of their income. So when the question is what is proportional tax, the answer is that it is an example of a tax system that a society can use to collect from its taxpayers. There are very valid criticisms of proportional tax systems, namely that they are a form of progressive tax. 

A proportional tax is the same for all the low, middle, and upper-income group taxpayers. It is also sometimes referred to as the flat tax. In contrast, a progressive tax or marginal tax system progressively adjusts tax rates by income. People in the lower-income groups are taxed less than the people in the higher-income group in case of a progressive tax system.

 

The proportionate tax system assesses the same tax rate on everyone regardless of their income or wealth. Proportional taxation aims at bringing about greater parity between the marginal tax rates and the average tax rates to be paid. Proponents of proportional tax believe that they stimulate the economy by motivating people to spend more and work more because earning more income does not impose any tax penalty.

Proportional tax allows people to be taxed at the same percentage of their annual income. Supporters of this tax system propose that it gives taxpayers an incentive to earn more because they are not penalized for high tax brackets. Additionally, the flat tax system makes filing easy. Critics of the flat tax system argue that the system places an undue burden on the people of the lower-income group by imposing lower tax rates on the affluent as well. However, critics believe that a progressive tax system is more appropriate than a flat tax system. In some instances, sales tax is also considered a type of proportional tax because all consumers, regardless of their income, are required to pay the same fixed rate.
