As a legal expert, I can tell you what is Panchami land. This land was traditionally given to Dalits in Tamil Nadu during British administration in 1892. You can also call it the Depressed Classes or DC Land Act. The strict terms under which these lands were given forbade their sale to anybody outside of these communities. I have shared more details on it below.

What is the Panchami Land Meaning?

  • The British government gave Scheduled Castes (SC) Panchami lands to better the socioeconomic standing of underprivileged groups.

  • These lands cannot be sold to people outside of these communities because of legal constraints.

  • Recovering the Panchami land has become a crucial legal and social problem, and any such sale is deemed null and unlawful.

How to Identify Panchami Land?

The district gazetteer, which is accessible via an RTI request, is a resource for locating Panchami land. Areas allotted to persecuted communities may be listed in the gazette, along with the survey numbers that correspond to those areas. When determining if the land is Panchami land, this information may be very important.

What is Panchami land in Chennai?

According to the 2011 census, 16% of people identify as Dalit. These people have historically persecuted others based on caste and denied their rights. Dalits have long been denied rights, particularly to land. A signifier of social rank is land. Additionally, it empowers the community, although only members of the higher caste had access to both agricultural and non-agricultural land. Dalits worked as farm labourers on land owned by upper-caste individuals, who also abused them. The British administration specifically carried out research on the socioeconomic circumstances of Dalits in Tamil Nadu in 1891. The depressed Classes Land Act was subsequently enacted by the British government in 1892. 12 lakh acres of land were given to Dalits in Tamil Nadu. The name of this land was Panchami land. Other people besides Dalits were unable to purchase and sell this land. But the battle over this Panchami territory is still going on today. Because non-Dalits occupy the majority of the Panchami territories.

Panchami land is the allotted land that was given out to members of the Scheduled Caste in Tamil Nadu in 1892 when the British were in charge. It cannot be classed differently or sold.

A Chingleput collector named J. The British government received research on the socioeconomic status of Dalits in Tamil Nadu that was completed by H. A. Tremenheere.

In accordance with his advice, Government Order No. 1010/10-A (Revenue) 1892 was issued on September 30 and established the Depressed Classes Land Act. Additionally, Dalits were given 12 lakh acres in Tamil Nadu.

What is land revenue system under Panchami Land?

Non-dalits occupied the majority of the Panchami lands in the names of others, while pattas were moved by officials. Even the State government has given Special Economic Zones or Industrial parks access to Panchami lands.

Various organisations are organising the fight to reclaim the Panchami land. According to reports, granite companies engaged in a quarrying fraud allegedly encroached on 750 acres of Panchami land in the Melur taluk.

To research and recommend strategies for recovering Panchami lands used by non-Dalits and returning their ownership to Dalits, the government established the very first state-level retrieval committee between 1991 and 1996. In January 2011, Justice M. Maruthamuthu presided over the following panel. The third committee, which consists of three people, was established on October 8, 2013, and its members are the secretaries of revenue, Adi Dravidar, and tribal welfare departments.
