Builders who provide "Fit-out Possession" are often those who are aware that their projects won't be approved for an Occupation Certificate (OC) from the authority. Or they haven't given the authority their full dues or they don't have the No-Objection Certificates required to obtain an OC for fire, electricity, elevator, and structural safety.
