I don't think you can buy Government leased land. The land is a state subject so it depends on the State Government whether they want to sell the land. And buying a government lease can be challenging. Some of the steps you can follow to buy a government-leased land:
Write a letter to the DC regarding the area you want to buy the land.
Do mention the reason you want to buy the land.
If the land is agricultural land then you cannot purchase the land.
