When property is transferred, but the transferee fails to submit membership papers or pay maintenance bills, here is what you can do:
Send a formal notification asking the transferee to pay the unpaid maintenance and provide ownership documentation.
To document the non-compliance, you can also notify the housing society about the same.
The society can initiate legal action to recover the outstanding dues. They can file a suit against both the transferor (initially) and, after attempting to regularize the transferee's membership, against the transferee.
In extreme case, the society could refuse services (like parking, access to common amenities) to the property, provided such action is permitted by bylaws.
