The court issues stay orders as a matter of discretionary power if the following factors are there:
Environmental violation
Violation of local bodies rules and regulations.
Dispute in land where construction is carried out
Defect in construction.
If in this case, any of the above mentioned factors are in effect, then the stay order can be issued.
