I believe Gramakantam lands are government allotted lands. Gramakantam lands cannot be sold/purchased since they are govt. assigned lands which cannot be sold without the permission of the govt. There is no title to the property as far as I am aware. Title refers to ownership of the property, meaning that you have the rights to use that property. People generally are reluctant to buy a property without a title.
Apart from that, you can always contact your tehsildar about any issue related to the property!
