My grandfather had a natural death and my father wanted to transfer the property to his name. So right now the tax receipt, khata, electric bill and water bill is in my father's name. This was done after signing of an affidavit of his siblings. Basically a NOC. Now how do I get a deed using all these papers.

Being a legal heir you have the rights to claim over the property. These documents are enough and anything else will be required, it will be mentioned in the sub-registrar’s office.
